Greetings Ward 8 Residents,
In 2017, we fought to remove the burden of parking ticket penalties for District drivers. I introduced legislation ([link removed]) that would remove traffic and ticket enforcement penalties when a person fails to answer the ticket after 30 days. The doubling of these penalties is a burden to those who do not have the means to pay.
After many years and several conversations with the administration, I am pleased to report that Mayor Bowser announced a 4-month Ticket Amnesty Program ([link removed]) offering residents a chance to pay parking tickets without penalties from June 1st - Sept 30th. For those who are able, I encourage you to take advantage of this opportunity. This could mean a savings of hundreds if not thousands of dollars in penalties.

Parking and Moving Violation Amnesty Act of 2017 ([link removed])
BILL SUMMARY - As introduced, this bill requires the Director of the Department of Motor Vehicles to implement an amnesty program for District residents who owe more than $1,000 for certain motor vehicle violations. The bill would require the resident to pay 60% of the fines owed and the remaining balance would be waived.

Who Is Helped Through This Program?
It helps eligible drivers pay their outstanding tickets, including District residents who are having trouble obtaining a REAL ID credential ([link removed]) because of outstanding tickets.
When Does the Program Start?
It runs for four months, from June 1, 2021, to September 30, 2021.
What Tickets Are Eligible?
Tickets must have been issued before September 30, 2021.
What Types of Tickets Are Eligible?
Parking, photo enforcement (incuding speed, red-light and stop-sign cameras) and minor moving violations issued by law enforcement.
What Will I Have to Pay?
You still must pay any original ticket amount; however, any penalties will be waived.
How Do I Use the Program?
Just pay the eligible ticket online, in person by appointment, or by mail ([link removed]) during the amnesty period.
What If I Already Paid the Original Ticket Amount, But Not the Penalty?
The penalty will be waived, and the ticket closed.
What If I Was Found Liable at an Adjudication Hearing, But Did Not Pay the Ticket or Penalty?
You just pay the original ticket amount; penalties are waived during the amnesty period.
What If I’m Already on a Payment Plan for a Ticket and a Penalty?
Penalties will be waived only for unpaid/open tickets. If the plan is not satisfied when the amnesty period ends, penalties are added back. If the plan included multiple tickets that were already paid, previously paid penalties will not be reimbursed.
Can I Get on a Payment Plan for Amnesty-related Tickets?
Only ticket settlements, but no payment plans, will be offered to District and non-District residents with tickets in collections who can provide evidence of financial hardship to the Office of the Chief Financial Officer’s Central Collection Unit (OCFO CCU). Individuals experiencing hardship should reach out to the CCU ([link removed]) at 833-480-8974 after June 1, 2021 to determine their options. Additionally, any tickets included in a settlement plan will no longer be eligible for adjudication.
Notes:
1. The amnesty program does not affect the usual ticket adjudication time limits. Parking and photo tickets can no longer be adjudicated after 120 days of issuance. Minor moving violations can no longer be adjudicated after 60 days of issuance.
