Dear Colleague, We wanted to share a new study, Meeting the Climate Challenge, from the Council that details the environmental benefits of an economy-wide carbon fee, showing that it will halve carbon emissions and further reduce some of the most common air pollutants by 2035 all on its own. When paired with other commonly-discussed instruments, a carbon fee can cut CO2 emissions by 50% or more by 2030. As former EPA Administrator Christine Todd Whitman details in the report’s foreword, an economy-wide carbon fee can go further, faster than any other policy intervention to decarbonize the U.S. economy. It is unique among climate policies in that it can be designed to leverage the power of the American consumer to encourage emissions reductions overseas. And it makes any other climate initiative easier and cheaper to achieve—serving as a lever that greatly multiplies climate benefits. As we state in the report, there is no silver bullet to solving climate change. However, an economy-wide carbon fee remains our best tool for making the largest cuts in emissions and is an essential element to the climate solution. The report’s release comes after a series of very productive meetings between business leaders and senators. Over the past week, top executives from our Founding Member companies met virtually with senators to discuss the merits of the carbon dividends plan and why it is the right climate solution for our time. The Council will continue to promote rigorous research and positive dialogue among stakeholders to lay the groundwork for a bipartisan breakthrough on climate.
