For more than a decade, we have worked to put a price on carbon pollution to decarbonize and invest in communities.

As the climate clock nears a tipping point, Washington Conservation Voters has been engaging in carbon pricing bills in the 2021 Legislature: the Climate Commitment Act (SB 5126) a cap and trade bill, as well as Washington Strong Act (SB 5373) a carbon tax, the latter of which failed to move past cutoff and was not included in proposed budgets.

The State Senate passed SB 5126 late last week and now the bill has a hearing in the policy committee in the House. The bill has made it further than any carbon pricing policy before and with constructive work, it has a chance of becoming law this year.

As an organization, we used criteria to evaluate carbon pricing policies based on their ability to center overburdened communities, uphold tribal sovereignty, and reduce climate pollution. We engaged throughout session on both carbon pricing bills — successfully adding various impactful provisions to SB 5126. The improvements ensure Washington meets our greenhouse gas (GHG) reduction goals and addresses decades of cumulative impacts from pollution that are not necessarily reduced when only targeting GHG emissions.

These improvements include:

Upfront investment in a robust pollution monitoring network;Regulatory authority to reduce health-harming criteria pollutants, including those produced by smaller facilities that don’t fall under the cap;Stronger management and review of the full program; andResources to ensure community engagement throughout the life of the program.

We have engaged with tribal nations, frontline communities, and a wide range of experts. Through these collaborations, we have a clear roadmap for passing a strong bill this year to cap emissions, reduce pollution over time, and design a policy that centers overburdened communities and upholds the sovereignty of tribes. The House of Representatives needs to ensure this policy addresses the multiple needs and values that communities and our state still have around carbon pricing. This includes incorporating the right balance of investments to reduce pollution, making sure polluters cannot game the system, and strengthening how overburdened communities and tribal nations are part of the leadership of this program.
