Good climate policy advances racial justice, creates jobs, lowers energy bills, and improves public health. Retrofitting American homes checks all of those boxes and more. And it's going to be key to achieving a 100% clean energy economy.
President Biden's American Jobs Plan commits to retrofitting millions of buildings and weatherizing millions of homes. But Congress has yet to articulate a detailed plan for accomplishing that goal, so Evergreen and the Roosevelt Institute, where I serve as Director of Climate Policy, published a new policy roadmap to pave the way.
Let me take a step back. For many of us, the word "infrastructure" probably brings to mind public goods we all share, like roads, bridges, and schools. But infrastructure improvements can happen inside our own homes, too, through government investments to make our housing stock more energy-efficient—investments that will lower Americans' utility bills and reduce America's overall energy use.

Investments in housing aren't just going to help address the climate crisis; they'll help alleviate the economic crises imposed on Black and brown communities, too.
Over the years, racist housing policies have funneled Black and brown people into housing units with disproportionate energy burdens and environmental hazards. By upgrading more homes to run on less energy, we can put money back in the pockets of Black and brown families and start to remedy the wounds of segregation and economic injustices.
