Back in 2010, Republicans dumped tens of millions of dollars into
operation REDMAP and tapped Karl Rove to spearhead the effort: Flip as
many state legislative chambers as possible, enact restrictive voting
laws, and gerrymander the maps to ensure GOP supremacy.

For the most part, it worked astonishingly well for Republicans: Democrats
lost nearly 1,000 state and local seats, lost the House, lost the Senate,
and Donald Trump ascended to the White House.

One Federal judge remarked it was as if Republicans took a scalpel and cut
out large swaths of Black and brown voters “with surgical precision” in
battleground states like North Carolina, Wisconsin, and Georgia.
