Here’s the truth, friends: We are in a time of unprecedented struggle. The COVID-19 pandemic and the devastating economic crisis it brought has exacerbated so many of the injustices and problems our nation and our planet face today, and a tremendous amount of work is needed to address them.

But just like Franklin Delano Roosevelt found in the Great Depression, we are also in a time of historic opportunity — and our policies and agenda must meet the urgency and enormity of the crises we face.

Alongside my colleagues in the House and Senate, that is exactly what we aim to do with the Transform, Heal and Renew by Investing in a Vibrant Economy (THRIVE) Act — a once-in-a-generation chance to revitalize our economy, cut emissions, deliver justice for Black and Brown communities on the frontlines of the climate crisis, and create millions of good-paying, union jobs by investing in a bold, $10 trillion infrastructure plan.

Here’s why this is so important today, friends:

President Biden’s infrastructure plan introduced last week is larger than anything we’ve seen before, but I believe we can — and must — go bigger, and invest more.

We are facing a series of enormous, intersecting crises — climate change, a global pandemic, racial injustice, economic inequality, crumbling infrastructure — we cannot defeat any of these problems alone. We must develop a roadmap for recovery that addresses them all together, and fast.

The THRIVE Act is built on eight pillars to do exactly that, all while prioritizing justice and equity for communities and people most affected. Spending $1 trillion a year for the next 10 years, the THRIVE Act will:

• Create millions of safe, good-paying, union jobs. By investing in our nation’s critical infrastructure for clean water, public transit, power and electrical grids, and clean renewable energy, protecting and preserving our environment, and revitalizing public institutions and care for children and the elderly, we will create quality jobs for millions of people across the country.


• Build the power of workers and fight inequality. All jobs created with the THRIVE Act will have access to unions and meet high-road labor standards, ensuring family-sustaining wages, benefits, rights and dignity for all workers.


• Invest in Black, Brown, and Indigenous communities to build power and counteract historic racial, gender, and socioeconomic injustice. The THRIVE Act is built around prioritizing the voices and interests of frontline communities most impacted by the climate crisis, economic insecurity, and systemic injustice, and will create a just and prosperous society for all to benefit from.


• Strengthen and heal nation-to-nation relationships. The THRIVE Act expands funding and resources for Indigenous communities to build sustainable economies and extends regulatory authority related to federal treaty rights.


• Combat environmental injustice and ensure healthy lives for everyone by investing in areas and communities most affected by pollution and climate change, and expanding resources for public health infrastructure in those communities.


• Avert climate and environmental catastrophe by setting ambitious targets for all programs in the Act to combat the climate crisis and requiring high environmental standards for all infrastructure investments.


• Ensure fairness and justice for workers and communities affected by economic transitions. The THRIVE Act will establish a just transition for displaced workers by funding wage and benefit replacement, housing assistance, pensions, education and skills training, and job placement programs.


• Re-invest in public institutions to enable workers and communities to thrive by directing funding for elder and child care, and expanding public health care and public education resources for communities across the country.

With a Democratic House, Senate, and White House, I know that we can get this done. These policies are popular, and we have the science behind us that shows we can save lives and save money if we stop wasting time, and make the fundamental changes that we need.

Put simply, when it comes to the enormous crises we are facing as a country and as a planet, we cannot afford to think or act small. That’s why this legislation is so important, and why I’m asking you today:
