Baltimore’s City Council has passed a controversial bill that would require some landlords to offer tenants two security deposit alternatives: paying the deposit in three monthly installments or purchasing “rental security insurance.” Tenant advocates say the insurance option, typically a surety bond, is nonrefundable and still leaves tenants on the hook for damages.
