From immigration reform bills to reauthorizing the Violence Against Women Act, I am pleased to share these important updates with you and am looking forward to the work ahead.

The American Rescue Plan: On March 12th, President Biden signed the American Rescue Plan — delivering relief to individuals and state and local governments while we continue to navigate the COVID-19 pandemic.

Here’s what’s in this bill:
  • $1,400 stimulus checks to millions of Americans — putting money into the pockets of people who need it the most.
  • Funding to help families pay rent and stay in their homes.
  • Support for small businesses to keep their doors open.
  • Funding for vaccine distribution and testing capacity in every community across the country.
This was a pivotal moment in passing legislation that will provide much needed relief for Americans across the country.

Women’s History Month: March is dedicated to celebrating women’s history and their invaluable contributions to our country. Scott is proud that his staff has always had women in the most senior, highest-paid positions, going back decades to when he served on the City Council. Much of his success in Congress would not have been possible without the substantial contributions of these women on Scott’s team over the years.

Nationally, we ushered in the most diverse Congress to date, with more women serving in Congress than ever before, and we inaugurated Kamala Harris as the first woman Vice President in our country’s history. While we’ve made progress and this month is dedicated to celebration, we must continue to champion the social, economic, and cultural equality of women today and every day.

At a time when women are disproportionately impacted by an unprecedented pandemic, we must recommit to addressing gender inequality in the workforce, childcare, and more to ensure our communities thrive.



Highlights from Capitol Hill

Here are updates on just a few of the bills passed by the House this month:
  • The House passed the American Dream and Promise Act of 2021 and the Farm Workforce Modernization Act of 2021 — critical reforms that will strengthen the future of our agricultural labor sector and establish pathways to citizenship for millions of immigrants, including the roughly 45,000 Dreamers in San Diego.
  • Scott cosponsored two gun reform bills that have now passed the House. These lifesaving bills will advance common sense gun safety by requiring stricter background checks and closing loopholes that currently allow for the sale of firearms without proper checks.
  • The House voted to reauthorize the Violence Against Women Act, which provides crucial protections for survivors of domestic violence and sexual assault. They also approved a Joint Resolution to remove the time limit set for states to ratify the Equal Rights Amendment, which would allow the ERA to become part of the Constitution.
  • Scott was an original cosponsor of the Justice in Policing Act in 2020, and he helped pass it in the House again this month. The legislation is considered the most progressive police reform bill in our nation’s history and would ban chokeholds, end no-knock warrants in drug cases, eliminate qualified immunity, combat racial profiling, and more.

Scott’s Committee Assignments

As a member of the House Budget Committee, Scott personally advocated for the needs of American families and businesses in the formulation of the American Rescue Plan.

Speaker Pelosi recently appointed Scott as one of six members of the Joint Economic Committee, where he will play a key role in advising Congress on economic policy as our national economy recovers from the effects of COVID-19.

Scott was also selected to serve as the Vice Chair for the Energy and Commerce Subcommittee on Oversight and Investigations. He will continue to play a leading role in investing in the issues that matter most as a member of this crucial committee.





Supporting Students and Schools

Through funding from the American Rescue Plan, federal grants will go towards assisting San Diego County schools as they reopen. This funding will be critical to ensuring students, parents, teachers, and administrators feel safe returning to in-person learning and it will boost virtual learning capabilities.

COVID-19 in San Diego County

Vaccine access has been steadily increasing, and state and local officials are working hard to efficiently distribute vaccines to Californians. 100 million vaccines have already been administered in the U.S. and President Biden has announced that by May 1, all adults will be eligible to receive a vaccine.

Scott is taking action to make sure everyone receives a vaccine when it’s their turn. This month, he voted to pass the VA VACCINE Act — authorizing the VA to expand vaccine availability for veterans and their caregivers who have faced challenges accessing vaccines.
