Back in 2016, Senator Ed Markey and I introduced legislation to prevent a sitting president from launching a nuclear first strike without congressional approval.



We reintroduced our legislation again in 2019 and now, in 2021, in the wake of Donald Trump’s destructive and reckless presidency -- but just because Trump is out of office doesn’t make this piece of legislation any less urgent. Regardless of which party is in power, we cannot continue to give one person the ability to launch a massive, potentially civilization-ending nuclear first strike without authorization from Congress.
