A state-by-state guide to the Pandemic EBT program
When schools across the country closed to in-person learning because of the coronavirus pandemic, millions of students lost access to free and reduced-price lunches. In response, states have begun providing emergency benefits through the federal Pandemic Electronic Benefit Transfer (P-EBT) program, which allows eligible school children to receive temporary emergency nutrition benefits through EBT cards that are used to purchase food. To help key decisionmakers, researchers released a guide that summarizes key components of approved plans and tracks implementation options and execution.

The effects of state EITC on mental health and health behaviors
State earned income tax credit (EITC) programs, which supplement the federal EITC program, provide support to low- and moderate-income families with children, but little evidence exists of the effects of these programs on population health. P4A researchers examined whether state EITC policies affect mental health and health behaviors and found these programs were not associated with health outcomes related to general health, psychological distress, alcohol use, and smoking, suggesting the state-level EITC refunds may not be large enough to have positive impacts on mental health and health behaviors.

Did Medicaid slow declines in access to care during the Great Recession?
The Great Recession caused sharp increases in unemployment-related health insurance coverage loss and declines in access to health care. P4A researchers examined whether broadened access to Medicaid helped prevent declines in health coverage and access linked to the recession and found states whose Medicaid programs were more readily able to absorb those affected by economic downturns or mass layoffs had lower rates of unmet medical needs caused by financial constraints.

Does the EITC affect children’s physical and mental health?
In a new study, P4A researchers evaluated the short-term effects of the EITC on children's food insecurity, weight, and mental health. The study showed food insecurity decreased in the months immediately following EITC refund receipt, with no effects for weight status or mental health, suggesting the credit may contribute reoccurring food insecurity.
