Just over a week ago, President Biden signed the American Rescue Plan. In addition to the $1,400 checks for most of us, the bill provided much-needed increased funding for Home and Community Based Care (HCBS).
There were some transformative pieces in the Rescue Plan, and we’re celebrating that it passed. It is, as President Biden would say, a BFD.
Even so, plans are already under way to expand on the ARP’s success. And we need to act now so that President Biden knows that caregiving must be included in whatever support comes next.

The Rescue Act contained a 10% increase to FMAP, the federal matching funds for Medicaid that help cover HCBS. Thanks to your advocacy, that’s the full amount we asked for -- more than was in the first drafts of the bill. It’s a huge victory, but we can’t afford to stop here.
On the campaign trail, President Biden proposed a $770 billion investment in care infrastructure, including $450 billion for HCBS. Even while we celebrate the ARP, we have to start organizing now if we want to ensure caregiving stays in the next bill.
What would $450 billion for HCBS look like? It would mean no wait lists for home care. It would mean fair wages for home care workers and brand new care jobs. It would mean investments in community resources that make it possible for all of us to stay in our homes as long as we want to. And it would mean real support for family caregivers who need a little help.
We need to make sure that President Biden lives up to his promises. Let’s show him that we need real investment in home care, and we expect it to come in the next Recovery package. Sign our petition today to add your name.
