Last Chance for Animals (LCA) is encouraging supporters who live in New York State to contact their elected officials in support of Bills S.1130 ([link removed]) / A.4283 ([link removed]) . These Bills will ban the retail sales of cats, dogs, and rabbits in New York State pet stores and authorize space for rescue groups to adopt animals.

Legislation for a retail puppy mill ban was originally put forward by Assembly Member Linda B. Rosenthal in 2019. The legislation was reintroduced in current government sessions under Bills S.1130 / A.4283. This precedent setting legislation will save the lives of countless animals who are euthanized in shelters each year by only allowing pet stores to source animals from rescue groups.

The majority of dogs sold in New York States' pet stores are sourced from puppy mills.
The states of Missouri and Iowa are the biggest suppliers of dogs to New York State pet stores. Breeding dogs in puppy mills are kept in small, filthy cages for their entire lives. They are often denied proper veterinary care; when dogs become sick or are no longer able to breed, they are killed. Standard killing practices on puppy mills include shooting dogs in the head.

In 2017, California signed A.B. 485, the Pet Rescue and Adoption Act, into law, banning the retail sale of commercially bred dogs, cats, and rabbits in pet shops across the state. If S.1130 / A.4283 were enacted, New York would join California in enacting strong legislation to help stop puppy mills.

LCA strongly believes one of the most effective ways to stop puppy mills is to enact legislation making the sale of animals bred in these facilities illegal.
