Dear Friend,

On May 25, 2020…a Black man was lynched. It has been almost a year since the world watched in horror as George Floyd—handcuffed and defenseless—was publicly executed by members of Minneapolis law enforcement…officers sworn and entrusted by the public to “protect and serve”.

Unfortunately, instances of excessive, deadly force against Black Americans have not decreased since the outrage of that moment! This issue runs deeper than the tragic death of George Floyd, Breonna Taylor, Eric Garner, and too many others. The United States’ use of brutal police force to control Black Americans can be traced back to slave patrols of the 1700s and the Black codes of the 1860s-1870s. A problem this widespread, systemic, and embedded into the American fabric requires deep and sweeping reform.

The George Floyd Justice in Policing Act of 2021 seeks to address persistent, unchecked bias in policing and bring accountability for police misconduct. It includes measures originally proposed in the National Urban League's 10-Point Justice Plan such as mandated use of body and dashboard cameras, the establishment of a national police accreditation system, and the revision of police training procedures and use-of-force policies.

After centuries of abuse, America’s current system of policing is incapable of “fixing itself”. This bill will begin to address the structural changes needed to end excessive policing of the Black community by 1) establishing a national standard for the operation of police departments; 2) mandating data collection on police encounters; 3) reprogramming existing funds to invest in transformative community-based policing programs; and 4) streamlining federal law to prosecute excessive force and establish independent prosecutors for police investigations.

Black Americans have been crying out for change, justice and police accountability for far too long. The House of Representatives has done it’s job...it's time for the Senate to pass the George Floyd Justice in Policing Act of 2021!
