I was honored to join President Biden at the White House Rose Garden on Friday, where he spoke about the American Rescue Plan he signed into law. I am so proud -- this historic bill includes so many things that will make the country better for hardworking Ohioans and their families.
But there’s an important part of this legislation that will make a huge difference in the lives of millions of American workers that I want to make sure isn’t overlooked:

Included in the American Rescue Plan is the Butch Lewis Act, a bill that I’ve been working on for six years and that will save more than 1 million workers’ pensions and ensure they can retire with dignity.

Multiemployer pension funds -- plans negotiated between unions and workers in fields where jobs can change a lot, like construction, trucking, mining, and food processing -- were in a financial crisis even before the pandemic began, through no fault of these workers. They paid into these plans for years -- money came out of every paycheck, and they earned every dollar of these pensions.
We got into this mess in part because in 2008, Wall Street’s greed plunged our economy into the worst recession since the Great Depression. Washington came to Wall Street’s rescue -- but then Wall Street turned around and squandered the pensions hardworking Ohioans earned. These plans were on the brink of running out of money, resulting in drastic cuts to pensions that workers paid into over a lifetime of hard work.
I named the bill after Butch Lewis, a truck driver and Purple Heart recipient. One year after Butch retired, he found out that his multiemployer pension benefits would be cut by 40%, leaving him worried about how to pay his bills and provide for his family. He led this fight, and passed away far too soon. Since Butch’s passing, his widow Rita has fought for a fix for multiemployer plans.
I’m proud that the American Rescue Plan delivers for more than a million Americans. Pension programs will be well-funded for 30 years. There will be no cuts to earned benefits and full benefits for retirees whose plans had been previously cut will be fully restored.
This bill honors a commitment made to workers, and it’s the product of years of advocacy and organizing by workers, retirees, and grassroots activists like you.
