Today, President Biden signed into law one of the boldest pieces of legislation in modern history.

The American Rescue Plan will move our country in the right direction by helping individuals and families, fighting the pandemic with a comprehensive vaccination plan, and directing funds to state and local governments to prevent layoffs and support critical local services.

Something I’ve been thinking a lot about this week is that while the American Rescue Plan and the Trump tax cuts passed by the Republican Congress in 2017 both cost $1.9 trillion, they couldn’t stand in starker contrast to one another. Here’s what I mean:

The Trump tax cuts completely failed to help those at the bottom -- our most vulnerable members of society. In fact, the top 20% of households received 65% of the benefit from the Trump tax cuts, while the bottom 20% received only 1% of the benefit.

The American Rescue Plan, on the other hand, flips the script in favor of those who need it most. Here’s how:

-52% of the spending goes directly toward aiding individuals, not big businesses;
-18% of the spending goes toward helping state and local governments;
-21% goes toward fighting the pandemic and related necessary health policies;
-9% goes toward helping schools.

Here’s a chart shared by economics expert Steve Rattner this week, based on Congressional Budget Office scoring of the American Rescue Plan:

The difference couldn’t be any clearer. I’m so proud that our Democratic Senate and Democratic Congress were able to get this relief package passed, and that President Biden has made it the law of the land.

Now, we must do the work of making sure all Americans know that our government is doing everything in its power to claw its way back from the devastating impacts of a reckless Trump Administration, and working hard to support hardworking families all across the country.
