Congratulations to Our New Pro-Housing ADEM Delegates!

121 YIMBY Action endorsed candidates won ADEM: These delegates represent their Assembly District in the California Democratic Party and choose party leadership, set policy platform, and endorse candidates for state and federal elections. This year, the message is becoming near universal: if you want to advance to higher office in the Bay Area you have to be pro-housing!

CA Legislative Session 2021 Housing Bills

Multiple housing bills were introduced for the 2021 legislative cycle. Our State Senator Scott Wiener authored and recently highlighted the following four, with the goals of giving cities the tools they need to succeed and ending the state’s housing shortage and affordability crisis:

  • Senate Bill 478 - Housing Opportunity Act - ensures local zoned density and state housing laws are not undermined by hyper-restrictive lot requirements
  • Senate Bill 477 - Data Collection for Housing Incentives - strengthens California's housing data collection to ensure the state and the public understand the impact and effectiveness of state housing laws
  • Senate Bill 10 - Planning and Zoning - allows cities to exempt 10 units or less housing from CEQA (California Environmental Quality Act)
  • Senate Bill 234 - The SUPPORT Act - allocates $100 million to build housing for at-risk youth, specifically, youth exiting homelessness, the foster care system, or the criminal justice system

Here are just a few more housing bills SF YIMBY is excited about this legislative year:

  • Senate Constitutional Amendment 2 - Public Housing Projects (Allen, Wiener) -legalizes building public housing without additional process
  • Senate Bill 7 - Expedited CEQA Review for Housing Projects (Atkins) - speeds up and saves months, if not years, in time for processing approving large housing development projects
  • Assembly Bill 387 - Social Housing Act of 2021 (Lee, Wicks) - declares the intent of the Legislature to subsequently amend this bill to establish the California Housing Authority to address the shortage of affordable homes for low to moderate income households; read more about this important bill to make housing a human right
 

Environmentally Speaking

Urban Environmentalists, a chapter of YIMBY Action, is especially excited about new legislation proposed by Assembly Member Laura Friedman and co-authored by Assembly Member Alex Lee and Senators Nancy Skinner and Scott Wiener:

  • AB 1401 - Residential and commercial development: parking requirements - bans local governments from imposing or enforcing a minimum parking requirement on residential or commercial development under certain conditions

The Mapping Inequality Project

Color-coded maps like the one shown above gave "redlining," the practice of discriminatory lending under which Black and Hispanic Americans were systematically excluded from the economic boom of the '50s and '60s, its name. Did you know that there are many thousands of pages of documentation from the federal authorities responsible for these maps sitting neglected in dusty boxes in the National Archives?

 

YIMBY Action member Auros Harman has begun a campaign to help the National Archives and the academic team behind the Mapping Inequality Project complete the work of digitizing data revealing racist redlining housing policy.

 

The EPA Office of Environmental Justice is hosting a free event featuring this project!
