* Sen. Joe Manchin ([link removed]) (D-W.V.) said ([link removed]) on Friday that he would vote against the confirmation of Neera Tanden ([link removed]) for director of the Office of Management and Budget. “I believe her overtly partisan statements will have a toxic and detrimental impact on the important working relationship between members of Congress and the next director,” he said. Tanden will need at least one Republican vote to be confirmed.

* The United States officially rejoined ([link removed]) the Paris Climate Agreement on Friday. The Biden administration will set a target for reducing emissions in the coming months. The Obama administration had set a goal of reducing emissions, as measured in 2005, by 26 percent by 2025.

* The Biden administration is adjusting the Paycheck Protection Program’s ([link removed]) guidelines effective Feb. 24. Under the new rules, sole proprietors will be eligible to receive more aid. For companies with 20 or more employees, there will be a 14-day freeze on loans.

* On Saturday, Biden approved ([link removed]) a major disaster declaration for Texas on Saturday, giving 77 of the state’s 254 counties access to federal assistance.
