** DNC ANNOUNCES NEW POLLING CRITERIA FOR CANDIDATES TO QUALIFY FOR NOVEMBER PRESIDENTIAL DEBATE

The Democratic National Committee ([link removed]) released the criteria for qualifying for the fifth Democratic presidential primary debate ([link removed])) in November.

A candidate now has two ways to meet the polling threshold:
*
Four Poll Threshold: Receive 3% support or more in at least four national or early state polls—Iowa, New Hampshire, South Carolina, and/or Nevada. The four polls must be sponsored by different poll sponsors or in different geographical areas if sponsored by the same poll sponsor.
*
Early State Poll Threshold: Receive 5% support or more in at least two single state polls in Iowa, New Hampshire, South Carolina, and/or Nevada. The two polls may be from the same geographical area and poll sponsor.

A candidate must also receive donations from at least 165,000 unique donors and a minimum of 600 unique donors per state in at least 20 states.

** REP. DUFFY (R-WIS.) RESIGNS FROM HOUSE, SPECIAL ELECTION SET FOR JAN. 27, 2020
------------------------------------------------------------
Sean Duffy, the Republican representative from Wisconsin’s 7th Congressional District, formally resigned. In an August 26 announcement of his resignation, he cited the impending birth of his child. "With much prayer, I have decided that this is the right time for me to take a break from public service in order to be the support my wife, baby and family need right now," Duffy said on his Facebook page.

Gov. Tony Evers (D) also announced the dates of the special election to fill this vacancy. Primaries are scheduled for December 30, 2019, and the general election will be held on January 27, 2020. The filing deadline for candidates is December 2, 2019.

Duffy is one of four members of Congress to announce or leave office prior to the end of their term in 2019. The others are Republicans Tom Marino (PA-12), Walter Jones (NC-03), and Georgia Sen. Johnny Isakson.

** HOUSE SPEAKER PELOSI ANNOUNCES FORMAL IMPEACHMENT INQUIRY INTO PRESIDENT TRUMP

House Speaker Nancy Pelosi ([link removed]) (D-Calif.) announced a formal impeachment inquiry of President Donald Trump ([link removed]) (R) following a whistleblower allegation that Trump requested the Ukranian government investigate former Vice President Joe Biden ([link removed]) and his son, Hunter Biden, in exchange for aid.

On Wednesday, the White House released a transcript summary of the July 25, 2019, conversation between Trump and Ukranian President Volodymyr Zelensky. The House Intelligence Committee also released the whistleblower complaint Thursday.

Trump has denied wrongdoing and called the inquiry "the worst witch hunt in political history."

House Intelligence Committee Chairman Adam Schiff ([link removed]) (D-Calif.) is currently leading the investigation.

** DNC ANNOUNCES FOURTH PRESIDENTIAL PRIMARY DEBATE IN OCTOBER WILL BE HELD ON SINGLE DAY

The Democratic National Committee ([link removed]) announced that the October presidential primary debate ([link removed])) will take place on one day, rather than two days as expected. It will be held in Westerville, Ohio, with CNN and _The New York Times_ as hosts.

Tulsi Gabbard reached 2 percent support in a New Hampshire poll released this week, giving her the final poll necessary to qualify for the debate. That brings the total number of candidates qualified for October’s debate to 12.

The other candidates who have already qualified are Joe Biden, Cory Booker, Pete Buttigieg, Julián Castro, Kamala Harris, Amy Klobuchar, Beto O’Rourke, Bernie Sanders, Tom Steyer, Elizabeth Warren, and Andrew Yang.

** SENATE CONFIRMS EUGENE SCALIA AS SECRETARY OF LABOR

The U.S. Senate confirmed Eugene Scalia ([link removed]) as the next secretary of labor by a vote of 53-44 along party lines. The vote followed a confirmation hearing with the Senate Health, Education, Labor and Pensions Committee on September 24. The committee voted 12-11 to approve Scalia’s nomination and send it for a full Senate vote.

Scalia is an attorney whose work in the office of the Gibson, Dunn & Crutcher firm has focused on challenging financial oversight regulations for major corporations. He was appointed by former President George W. Bush to serve as solicitor of labor in 2002. He also served as special assistant to Attorney General William Barr. Scalia is the son of former U.S. Supreme Court Justice Antonin Scalia.

** YANG LEADS DEMOCRATIC PRESIDENTIAL CANDIDATES IN BALLOTPEDIA PAGEVIEWS FOR SIXTH STRAIGHT WEEK

Andrew Yang's campaign page on Ballotpedia received 4,203 views for the week of September 15-21. Yang's pageview figure represents 11.4% of the pageviews for all Democratic candidates during the week. Elizabeth Warren had 9.7% of the pageviews for the week, followed by Joe Biden with 8.8%. This is Yang's sixth consecutive week with the most pageviews among Democrats.

Every noteworthy Democratic candidate other than Elizabeth Warren and Wayne Messam had fewer Ballotpedia pageviews last week than the week before. Warren's pageviews increased by 7.8% and Messam's increased by 1.8%.
