We’ve scored major victories for free speech in recent months, with legislation aiming to punish boycotts of Israel or its settlements being struck down by federal courts on three different occasions. But those who want to suppress advocacy for Palestinian human rights aren’t giving up, and are tweaking their new legislative efforts to chill free speech and demonize advocates of Palestinian rights in ways that are more difficult to challenge in court.
The latest of these efforts is H.Res.246 <[link removed]>, which attacks the BDS campaign with a series of false accusations, but stops short of prescribing specific punishments for those who support a boycott of Israel or its settlements. The true aim of this resolution, however, is to suppress advocacy for Palestinian human rights by squeezing members of Congress into becoming more active in such suppression efforts and isolating advocates for Palestinian human rights, making any contact or engagement with them seem morally wrong and politically toxic. We’ve also become aware that House Foreign Affairs Committee Chairman Eliot Engel plans to advance this resolution through committee this week.
