Among the most exciting—and, dare we say, energizing—aspects of Joe Biden's climate plans is the 2035 clean electricity standard, or CES.

If passed by Congress, it would mean transforming the U.S. power grid to run entirely on clean, carbon-free electricity by 2035.

The American people broadly support it, and we have the technology to make it happen. Now, we just need the political will, which is why we teamed up with our friends at Data for Progress to write a new paper that provides a roadmap for legislating a clean electricity standard into reality.

Recent history tells us that Republicans in the House and Senate will try to obstruct Democratic legislative goals, no matter the cost to the country or the planet. Our paper outlines several ways that CES legislation can make its way through the House and Senate with or without Republican support—and urges the Biden-Harris administration and the Democratic majorities in Congress to press ahead.

"This transition will happen," said Senator Tina Smith, who teamed up with us for the paper's rollout. "We can either choose to lead through this clean energy transition, or we can follow. And if we lead, we can grab on to the incredible opportunities that a clean energy transition can create for us."
