John: Over the next year, each state will go through the once-in-a-decade ritual of redrawing Congressional and State Legislative districts based on new census data.

Here’s the problem: Republicans have elevated partisan gerrymandering to an art form. After the 2010 census, they systematically undercut the power of Democratic voters across the country.
