** Dear Neighbors,
------------------------------------------------------------
To all who will be celebrating next week, I'm wishing you and yours a happy and sweet new year. L'Shana Tova!

Time to Submit Your Ideas for Participatory Budgeting!
Participatory Budgeting (PB) is off and running! PB empowers residents to decide how to spend $1 million to improve our neighborhood. The 2018-2019 project competition was our most successful to date --- almost 5,300 residents voted for their favorite community initiatives.

We are now soliciting project ideas for next year's vote! In order to qualify for the ballot, PB projects must 1.) be physical improvements or equipment (not staff or programming); 2.) be located on City property; and 3.) cost at least $50,000.

Click here ([link removed]) to learn more about the PB process and submit a project idea. Want to be a PB community delegate? Email us at [email protected] (mailto:[email protected]) . (Delegates need to be available for evening meetings in November and December.)

NEWS FROM CITY HALL

Every year in this country, thousands die from gun violence and tens of thousands are injured. While New York City stands out for its common sense gun laws and declining homicide rate, a critical loophole in gun safety has emerged in the form of “ghost guns.”

Purchasing an unfinished receiver, which is essentially 80% of a gun, is a common method of creating a "ghost gun." From there, all it takes is a quick trip to the local hardware store or a 1-minute google search to find what you need to complete the firearm. These guns have no serial numbers and are virtually untraceable by law enforcement, enabling criminals to bypass background checks and licensing laws.

This week, the City Council passed my legislation which closes this loophole and sets an important precedent for other cities and states to follow. New York City has now joined New Jersey (and soon California) in making it illegal to possess or dispose of an unfinished frame or receiver.

Speaking about my legislation at a City Hall press conference on Wednesday.

We also passed a separate bill requiring the NYPD to report on the number of ghost guns and 3-D firearms, or related parts, seized during arrests. Earlier this summer the NYPD reported to us that they have seized 67 ghost guns since the beginning of 2017 and they expressed support for our bill. Upstate law enforcement agencies have also begun to seize these untraceable weapons.

My legislation was co-sponsored by Council Member I. Daneek Miller, City Council Public Safety Committee Chair Donovan Richards, and Public Advocate Jumaane Williams. We were also honored to have the support of Everytown for Gun Safety and Moms Demand Action. Learn more here ([link removed]) .

As always, don't hesitate to contact my City Hall (212-788-6975) or District (212-873-0282) offices with any questions about our work.
Warmly,
