One of the central pillars of President Joe Biden’s "Build Back Better" plan for economic recovery in the wake of the COVID-19 pandemic is to dismantle the barriers to union organizing and collective bargaining.
This urgent need is made clear in the EPI chart ([link removed]) below which shows a direct relationship between a rise in income going to the top 10 percent as union membership has declined.

Impeding union representation has been a primary goal of corporate interests for decades. These interests have convinced conservative policymakers to attack collective bargaining through legislation, executive rulemaking, and the courts.
To give workers a voice again, we need fundamental reform of labor law to restore workers’ rights to a union and collective bargaining.
At the top of the reform list is the PRO Act, which was reintroduced in Congress this week. The Protecting the Right to Organize (PRO) Act would strengthen workers’ rights to form a union and negotiate with their employers for better wages and working conditions.
