If the last ten months have taught us anything, it’s the importance that home and community based care plays in our lives.
That’s why I was disappointed that funding for Home and Community Based Services (HCBS) — vital services that support aging adults and people with disabilities so they can live and thrive in their communities — was left out of President Biden’s $1.9 trillion pandemic relief plan.
Will you join me in sending a letter to Speaker of the House Nancy Pelosi and Senate Majority Leader Chuck Schumer that urges them to allocate funding for these critical services in the $1.9T relief package as well as the upcoming economic recovery package?

Congress must make it possible for older adults and people with disabilities, who are valuable members of our communities, to live, thrive and receive care in their homes and communities. We all deserve a choice in where we live and age, and the pandemic has shined a light on the real and deadly risks of congregant settings like nursing homes or other institutions. This is the year we make our care system work for everyone.
The urgent first step is to ensure $13 billion in funding in the pandemic relief package that Congress begins debating next week.
Look, I know this is an oddly specific request. But that $13 billion will go a long way. Adding $13 billion to FMAP — the Federal Medical Assistance Percentages — means that every state will have more money to spend on critical home care and community services.
This is the first step needed is for the Biden Administration to keep all the promises made on the campaign trail to expand home and community care. Making sure HCBS is part of the next relief package is just the beginning. We’re also asking for a significant investment in HCBS in the upcoming economic recovery bill.
Congressional leadership can show that they care about caregivers, aging adults, and people with disabilities by allocating this money now and committing to including funding for HCBS in the future economic recovery package.
