Last week, President Biden rescinded the Global Gag Rule and other harmful Trump-era policies. We’re celebrating this crucial first step to undo the harms of the previous administration’s relentless attack on sexual and reproductive rights.
But the Global Gag Rule is only the tip of the iceberg when it comes to harmful U.S. foreign policies. The Helms Amendment remains in place and continues to deny people access to abortion services around the world. In effect for 48 years now, the Helms Amendment is a policy rooted in racism and colonialism that uses the power of U.S. funding to control the bodies of women—mostly Black and brown women living in low- and middle-income countries.
Fortunately, there’s hope for change. We’ve been working with a coalition of partners since last year to advance the Abortion Is Health Care Everywhere Act, a truly historic bill that would permanently repeal the Helms Amendment—something Ipas has championed for many years. This is the first time ever that a bill has been introduced in Congress to repeal this policy—and more than 100 U.S. representatives signed on as cosponsors!
Lasting change like this won’t happen overnight. We’ve got lots of hard work ahead of us to educate the public and policymakers on why this bill is essential to ensuring the reproductive health and rights of all people.
