Winter is a dangerous and often deadly time for neglected animals. In one case, an elderly dog was found frozen to the ground after he was chained to a tree in 12-degree weather with three of his legs bound together. According to witnesses, the dog yelped for hours before authorities got to the scene. The dog’s mouth was bleeding from trying to bite through his chains. Sadly, it was too late to save him.
