Little girls from Petersburg, VA aren’t supposed to make it this far. Don't get me wrong — I didn't get here alone. It was my community — my high school coach, my grandmother, my friends — who believed in me and gave me a compass as I set out on blazing my own path.
So to sit here now – writing you – as a candidate primed to make history in this Virginia Governor’s race is a bit surreal. I wouldn’t have raised my hand if I didn’t know we could win, though.
From Ruth Bader Ginsburg’s Supreme Court opinion that made it possible for me to attend Virginia Military Institute, to the voices of my community electing me to Virginia’s House of Delegates while I was pregnant with twins. People having my back and believing in my potential have gotten me to this moment – whether their support came from near or far.
So now I am calling on you – in this moment – because I know together we can bring historic progress to Virginia and be a beacon of hope for the rest of the country. I am ready to take on being Governor of Virginia, but I cannot get there alone.

Jennifer Carroll Foy was born and raised in Petersburg. In 2017, she flipped a Republican district as a first-time candidate pregnant with twins. During her time as Delegate, Jennifer championed the ratification of the Equal Rights Amendment, helped expand Medicaid to 400,000 Virginians, and advocated for the Commonwealth’s most vulnerable communities.
She has a career of public service and it started long before 2017. As a public defender, Jennifer helped give a voice to the often voiceless — children, people suffering from addiction, those experiencing homelessness, those with mental illness, and the poor.
Now she’s running to be the first woman elected Governor of Virginia and serve as the first Black woman to be governor nationwide.
