Las Órdenes Ejecutivas del Presidente Biden sobre Inmigración

Joe Biden tomó posesión el 20 de enero de 2021 y poco después firmó 17 órdenes ejecutivas, incluyendo algunas políticas y procedimientos de inmigración promulgados por la Administración saliente. President Biden's Executive Actions on Immigration to Date

Joe Biden was sworn into office on January 20, 2021, and soon thereafter signed 17 executive actions, including some reversing immigration policies and procedures enacted by the prior administration. Here are the migration-related executive actions signed by President Biden on the Travel Ban, DACA, Immigration Enforcement, the Border Wall, and the Census.

Southern District of Texas' Ruling on Deportation Moratorium

On January 20, 2021, DHS issued a Memorandum implementing a 100-day pause on all deportations (with certain exceptions), beginning January 22, 2021, while also ordering a comprehensive review of enforcement policies and priorities and issuing interim civil enforcement guidelines. In a lawsuit brought by the State of Texas, Judge Drew Tipton of the Southern District of Texas granted a temporary restraining order (TRO), blocking the deportation moratorium. The TRO requires that those who already have an order of removal must be removed within 90 days. The TRO is effective for 14 days and is subject to renewal for another 14 days. 


Reversal of Zero-Tolerance Policy
 
The Department of Justice has officially ended the Trump Administration's "zero-tolerance" policy for immigration offenses, which previously resulted in thousands of children being separated from their parents. The policy was rescinded on January 26, 2021, in a Memorandum sent to federal prosecutors.

Immigration Reform Bill Proposed
 
On the day after the inauguration, Senator Robert Menendez spoke on a USCCB-co-sponsored video briefing to introduce President Biden's immigration reform bill, the U.S. Citizenship Act of 2021. USCCB Committee on Migration Chairman Bishop Mario Dorsonville offered the first question of the briefing to Sen. Menendez and a video recording of the entire event is available here.
 
The text of the U.S. Citizenship Act of 2021 has not been released, but USCBB/MRS will review the bill language when available and monitor the progress of the legislation.


Suspension of New Enrollments in the Migrant Protection Protocols (MPP) Program
 
DHS announced the suspension of new enrollments in the MPP program effective on January 21, 2021.


International Day of Prayer and Awareness Against Human Trafficking

The Vatican's Dicastery for Promoting Integral Human Development and the International Union of Superiors General designated February 8th as an annual day of prayer, reflection, and awareness against human trafficking. On this day, the faithful across the world join together to support, remember, pray for, and be in solidarity with those affected by human trafficking. February 8 also coincides with the Feast Day of St. Josephine Bakhita, a former slave who became the patroness of human-trafficking survivors.

Update on COVID-19 Relief
 
The future of the COVID-19 relief package proposed by President Biden on January 14, 2021, remains uncertain. The text has still not yet been released, though media reports provide details about its contents, including $1,400 stimulus checks, additional unemployment aid, an increase of the federal minimum wage, and direct funding for state and local governments, schools, and vaccines/vaccine distribution. USCCB/MRS is actively working to ensure that all persons who file taxes in the U.S. and all U.S.-citizen children are included in stimulus payments. Stay tuned for more!
