In a previous Thursday Bulletin I mentioned when the Illinois General Assembly would go back into session. There have already been changes. The Illinois House of Representatives will only meet one day in February, the 10th. On this day they will adopt rules to hold subject matter hearings remotely. They will not, and should not, have hearings which will advance bills and resolutions
remotely. We will keep you updated.
Before we get too far in the Spring 2021 legislative session, I need to talk about how things work in Springfield regarding stripping language out of bills and substituting new language. When this happens, the title of the bill remains the same even though the bill is completely changed. The bill may be passed by the House or Senate, it does not matter. When the bill reaches the other chamber, the
language is completely stripped by an amendment or amendments and passed. Then that bill is sent back to the original chamber for a concurrence vote. At that point, the bill can no longer be amended. This might best be explained by an example: In the 101st General Assembly, the House of Representatives passed HB3469. HB3469 is the American Made Illinois Flags Act. This bill simply said all State of Illinois flags have to be made in the USA. That law
already exists for American Flags and HB3469 simply added to it. When HB3469 got to the Illinois Senate, the original language was stripped out and eventually five amendments were added, and even though the bill now had absolutely nothing to do with purchasing State of Illinois flags made in the U.S.A., the title of the bill remained the same. The bill was then sent back to the Illinois House
of Representatives for concurrence still with the original title. The bill was never called and died at the end of session on January 13. The reason I am telling you all of this is that usually late in the session, we have several bills that fit this description. People will call and ask why we are supporting or opposing a bill that seemingly has nothing to do with the Second Amendment. Just like you can’t tell a book by its cover, you can’t tell a bill by its
title.
I want to thank all of those who joined us the ISRA ZOOM webinar meeting. There were 317 who actually signed in. I want to thank Bill Potts, Ed Sullivan and Glen Caroline for making it all work. Ed Sullivan answered between 30 to 40 questions while we were on the air so an extra thanks for that. We will do more of these in the future. When we receive the video, it will be available for your

Joe Biden, the man with the answers before the General Election, now tells us there is nothing we can do about the COVID 19 Pandemic. Moreover, suddenly restaurants and other small businesses can open. Wow, what a turnaround in just five days after the Inauguration. One New York Times reporter was fired for saying she shivered when Joe Biden stepped to the podium to take the oath of office. I
sympathize with her, I shivered too. What does this all have to do with our Second Amendment Rights? Nothing, but it gives us an idea of what we are in for.

The CMP has a new book out “Shooting the Vintage Military Rifle” by Gary Anderson. This 284 page book has 18 chapters covering the topic. The CMP NLU # is 792. If you like vintage military rifles, this is the book for you. Mine is already on the way.

January 28, 1915 - The United States Coast Guard Act of 1915 was signed into law by then-American President Woodrow Wilson.
January 28, 1986 - The Space Shuttle Challenger explodes 73 seconds after liftoff. This is the 35th anniversary. While a defective O- ring was blamed, part of the problem was the media’s insistence to launch as soon as possible.
January 29, 1937 - Ducks Unlimited was established. At this time, DU is credited with saving 15 million acres of wetlands. The DU model has been duplicated by Pheasants Forever, Rocky Mountain Elk Foundation, Delta Waterfowl, The Mule Deer Foundation and many others. The DU model has saved hundreds of species of not only game animals, but all kinds of animals that share the same
habitat.
January 30, 1945 - The raid on the Japanese prison camp at Cabanatuan, on the island of Luzon in the Philippines, saved hundreds of American POWs who were set to be executed in the next day or two. My father was wounded on Luzon and participated in recovering the beheaded bodies of American Airmen who had been captured by the Japanese. The 2005 movie “The Great Raid” is worth
watching.
February 1, 1790 - The first session of the United States Supreme Court is held. New York Justice John Jay was presiding.
February 2, 1887 - The first Groundhog Day is celebrated at Gobblers Knob in Punxsutawney, Pennsylvania.
February 2, 1876 - The National Baseball League is founded by Chicago businessman William Hulbert. The original teams were designated by the color of their socks. The original name of the Chicago Cubs was the White Stockings. Other teams were the Boston Red Stockings, the Cincinnati Red Stockings, Hartford Dark
Blues, the Louisville Grays, the St. Louis Brown Stockings, Philadelphia Athletics and Mutual of New York. The American League was started in 1901 and the World Series was held in 1903.
