Resumption of session and order of business followed by one-minute speeches (Rule 172).
Tuesday 16 July
Plenary Session
The day will start with a statement by the candidate for President of the Commission, followed by a vote for the election of the President of the Commission.
Further debates will close the day: Review of the Romanian Presidency of the Council; Humanitarian assistance in the Mediterranean; Debates on foreign affairs issues in the presence of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy.
Wednesday 17 July
Plenary Session
The third day will be dedicated to a debate on the presentation of the programme of activities of the Finnish Presidency of the Council, followed by votes on numerical strength of interparliamentary delegations and texts on which debate is closed. It will end with an announcement of appointments to interparliamentary delegations.
Thursday 18 July
Plenary Session
This session will end with debates on cases of breaches of human rights, democracy and the rule of law (Rule 144), followed by votes on: motions for resolutions concerning debates on cases of breaches of human rights, democracy and the rule of law (Rule 144) and on texts on which debate is closed

The Council will be informed about the priorities and work programme of Finland's presidency in the field of agriculture and fisheries.
Foreign Affairs Council
The Foreign Affairs Council will start with a discussion on current affairs, allowing ministers to review pressing issues on the international agenda.

Informal meeting of justice and home affairs ministers
Migration, the course of internal security and strengthening of common values and the rule of law will be the key issues as the justice and home ministers of EU member states convene in an informal meeting in Helsinki on 18–19 July.

As in previous years, the EESC will be present at the High Level Political Forum (HLPF). The HLPF is the United Nations central platform for follow-up and review of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals.
