policy agenda is a comprehensive view of the advocacy, administrative policy and systems-building work we do with our public and private sector partners. Our policy agenda outlines five key priorities to advance through Fiscal Year 2023:

Increase investments in and strengthen the design and implementation of Illinois&rsquo; core early care and learning programs
2.
Strengthen the infrastructure of Illinois&rsquo; core early care and learning system
3.
Recruit and retain a representative, well-compensated and qualified workforce
4.
Improve the health, mental health and well-being of young children and their families

Improve economic security for families with young children

Passage of the Illinois Legislative Black Caucus's Education Package
Big Wins for Early Childhood Education in the StateThis month, the Illinois General Assembly approved a number of critical pieces of legislation aimed to improve the lives of Illinois&rsquo; children and families. Start Early applauds the Illinois Legislative Black Caucus for leading these efforts, and we are proud to have contributed to numerous proposals included in the historic legislation.

Federal Update on Early Care & Education AdvocacyThe Biden Administration Outlines Proposal for Early Care and Learning InvestmentsIn late December, Congress approved a relief bill that included $10 billion in funding to stabilize the child care industry. Thank you to all of you who contributed to the national campaign to #SaveChildCare!


While this $10 billion investment was a step in the right direction, we know that Illinois will need continued federal investments to ensure both the stabilization and growth of the child care sector. Start Early's senior vice president of policy and advocacy, Kristin Bernhard, outlines opportunities that the new administration and next U.S. Secretary of Education will have to boldly lead on early education at the federal level.

Vaccinations & the Early Childhood Workforce
Learn More About the State's Plan for Vaccine Distribution Great news! Early childhood workers in Illinois are eligible to receive the COVID-19 vaccine as of January 25, 2021. Those eligible include: home child care providers (licensed or license-exempt), child care teachers, school-age providers, assistants and support staff, Early Intervention providers, home visitors and doulas.
