HB 2130, introduced by Delegate Alfonso Lopez, which would establish the Virginia LGBTQ+ Advisory Board, passed 57-42. HB 1948, introduced by Delegate Mark Levine to require reporting of bias-based police profiling based on sexual orientation and gender identity, also passed 57-42. HB 1948 has now been referred to the Senate Committee on the Judiciary. Delegate Dawn Adams’ HB 1805, passed 56-43 with substitutions proposed in the Health, Welfare and Institutions committee. HB 1805 has now been referred to the committee on Rehabilitation and Social Services in the Senate. The companion bill, SB 1366 introduced by Senator George Barker, has been reported out from the Rehabilitation and Social Services committee with substitute (9-4, with 2 abstentions) Through these bills, the Department for Aging and Rehabilitative Services would be required to include LGBTQ older Virginians in the category of greatest social need as defined in the Older Americans Act. Additionally, in the House of Delegates, HB 1864 proposed by Delegate Cia Price, was recommended for reporting by the Professions/Occupations and Administrative Process subcommittee (5-3). In the Senate, Senator Jennifer Boysko’s SB 1321, which would allow second-parent adoption, was reported from the Rehabilitation and Social Services committee with amendments (11-1, with 3 abstentions). It has now been referred to the Finance and Appropriations committee. Unfortunately, SB 1203, introduced by Senator Ghazala Hashmi, was tabled in the Judiciary committee 10-5.
