From the bottom of my heart, I’m overcome with joy. Not only because Joe and Kamala are ready to build back better with bold policies to support our workers, strengthen our health care and protect our climate -- but also because of what this historic moment means to me personally. |

Growing up as a young girl in Petersburg, people didn’t expect me to go very far. I never saw women who looked like me in positions of power. |
|
But this afternoon, Kamala Harris became our first woman Vice President and first Vice President of color. I’m so grateful that today’s Black girls will be able to look to our first Madam Vice President and see themselves and their own limitless potential. |

Today, we turn the page and begin a new chapter of American history. Will you join me in standing with President Biden and Vice President Harris and sign our card? |

Jennifer Carroll Foy |

Jennifer Carroll Foy was born and raised in Petersburg and was one of the first Black women to graduate from the Virginia Military Institute. Jennifer then served as a public defender and foster mom.
In 2017, she flipped a Republican district as a first-time candidate pregnant with twins. During her two terms as Delegate, Jennifer championed the ratification of the Equal Rights Amendment, helped expand Medicaid to 400,000 Virginians, and advocated for the Commonwealth’s most vulnerable communities.
