New Mexico Senate Republicans last night issued the following press release on legislative rule changes for the current session:
Senate Republicans Unanimously Oppose Senate Rule Changes,
Push for Transparency and Public Participation
SANTA FE – Senate Republicans tonight unanimously opposed new rules for the 2021 Legislative Session, citing the need for greater transparency and public participation during the “virtual session.” The new rules, in part, call for limited, virtual public participation and limited public notice on legislation considered by the Senate.
“Traditionally, we have been one of the most accessible legislative bodies in the nation, but this year, we have locked the doors to the people’s house.” said Republican Leader, Senator Greg Baca (District 29-Bernalillo and Valencia). “The very least this body can do is give the public ample notice when bills will appear before the virtual committees.”
The new Senate rules include a clause that would eventually allow committee schedules to be released at the discretion of the chair, regardless of when the committee is scheduled to meet. Senator Cliff Pirtle (District 32-Chaves, Eddy, and Otero) introduced a floor amendment that would have required that the public be given at least 12 hours’ notice before a bill is heard. The amendment, however, was ultimately defeated on a party-line vote with all Senate Democrats voting in opposition to the measure.
“Public participation is a bedrock of our democracy and the Senate Rules should not undermine that,” added Senator Pirtle. “We have already barricaded our citizens from the Capitol building and without proper updates and notifications, many of our constituents will be left in the dark this session.”
The rule changes in Senate Resolution 1 ultimately passed the Senate on a 26-15 vote. All 15 Republicans voted against the resolution.
