The Trump administration promised to vaccinate at least 20 million people by the end of December.
Yet to date, only around 4.6 million Americans have received their first dose of the vaccine. And in New York State, less than HALF of the state’s available doses have been administered.
Our state and local health departments and providers are already struggling under the weight of the pandemic—they simply do not have the resources or staff to quickly ramp up vaccine administration and ensure its equitable distribution to underserved communities.
We urgently need to invest in public health infrastructure to ensure the fast, efficient and equitable distribution of the COVID-19 vaccine—lives are on the line.
That’s why the first bill I will introduce in this new Congress is the Health Force, Resilience Force, and Jobs to Fight COVID-19 Act.
My “Health Force” bill will invest billions in local public health infrastructure and recruit, train and employ hundreds of thousands of out-of-work Americans to administer the COVID-19 vaccine, particularly in underserved communities disproportionately impacted by the pandemic.

The Health Force is modeled after New Deal programs—like the Works Progress Administration and Civilian Conservation Corps—that put Americans back to work amid the Great Depression.
Now, as then, we need bold, creative and actionable solutions that will address the crises we face and build long-term capacity. The Health Force is this generation’s opportunity to lift ourselves up and keep moving forward, as Americans have always done.
