Dear John,
While the attacks and continued threats on the Capital and statehouses weigh heavily, there will be a new dawn when Democrats gain a federal trifecta in 6 days. Republicans, unable to advance their agenda at the federal level, will redouble their efforts in states. Sister District is ready, and we are thrilled to announce our 2021-2022 strategy ([link removed][UNIQID]) .
Over the next two years, we will execute a comprehensive suite of programs to build enduring progressive power in state legislatures and fill critical gaps at every point in the political life cycle:
* Winning Elections. We will continue to provide turnkey field, fundraising, and strategic support to the highest value state legislative races in key states.
* Supporting Organizers. We engage volunteers to take the most impactful actions, and will support year-round power-building in our target states, prioritizing partnerships with organizations led by people of color.
* Developing Legislators. We will equip legislators with the skills and networks they need to create progressive policy in their communities, and we will continue working with candidates who lost their races to come back even better and win.
* Educating and Empowering. Our award-winning research team conducts academic-quality experiments and analyses to advance cutting-edge voter and volunteer engagement tactics. We will empower communities by educating on the importance of state legislatures, voting rights, racial justice, and civic participation.
** 2021-2022 Electoral Map

Our electoral strategy is a cornerstone of our organization’s overall strategy to build enduring progressive power in state legislatures. As always, our electoral strategy over the next two years involves building power in three types of state legislative chambers: blue flips, blue holds, and blue inroads.
In 2021, we’re headed back to Virginia for the third time. In a banner gubernatorial election year for the state, we’ll be working hard to protect and expand the Democratic majority in the House of Delegates. We will also look for strategic special elections in states on our roadmap, and raise early money for our 2022 states.
In 2022, we will prioritize state legislative races that are:
* Nested in competitive federal districts and states;
* Competitive due to newly drawn, fairer maps; and
* Held by a fragile Democratic incumbent.
Our target states are Arizona, Minnesota, New Hampshire, Michigan, Nevada, Colorado, Florida, Georgia, North Carolina, Pennsylvania, Texas, and Wisconsin.
Since 2016, we have worked to get progressives elected to state legislatures and build an enduring grassroots organization. Now, we are excited to expand and deepen the work we do to comprehensively build power in the states. We are so thankful to our Sister District community for taking this journey with us, and look forward to the years to come.
