House Leadership Unveils Prescription Drug Legislation
House legislation (H.R. 3) was released last week which includes improvements to the Medicare Part D prescription drug program. Like the bill approved by the Senate Finance Committee in July, H.R. 3 includes a provision to cap beneficiaries’ out-of-pocket spending, and a provision requiring drug manufacturers to pay rebates if they increase brand-name drug prices beyond inflation rates. Also included are improvements to the Part D Extra Help Low-Income Subsidy advocated for by NCOA. House action on the bill is expected to ramp up soon, starting with an Energy and Commerce hearing on Sept. 25.

Senate FY20 Appropriations Proposals Released
Although the markup of the FY20 Senate Labor-HHS-Education Appropriations bill was canceled, the Committee released the bill details last week. Other bills that fund aging services related to nutrition, housing and transportation were released, too. Congress will not be able to pass all twelve appropriations bills before the end of the fiscal year on Sept. 30, so a continuing resolution to fund the government through Nov. 21 has been passed by the House and is expected to be adopted by the Senate this week.
