On December 21, the District of Columbia was among the first to sign a Memorandum of Understanding (MOU) committing to the Transportation Climate Initiative Program (TCI-P), along with Massachusetts, Connecticut, and Rhode Island. The initiative promises to put a price on transportation fuels that spew greenhouse gases into the atmosphere, with money raised going to clean transportation. As a co-benefit, regional air will be cleaner.
