Two bills would put an end to "5,593-page bills," clustered full of poison pills. We've been trying to tell people that Congress hardly ever reads its bills and they routinely cluster unpopular measures into must-pass bills. 

This isn't a new problem, and an historical analysis of the problem is a valuable resource.
