Friends,
As my first term in Congress comes to a close, I am proud of the wins we've secured for our district together. I passed more bills than any other freshman in the minority party, all of which have been bipartisan. In fact, I am ranked in the top 1/3 of the most bipartisan members of the House.
These aren't just bills to rename post offices, either. I've passed legislation to combat human trafficking, reduce emissions while protecting Texas energy jobs and much more. President Trump just signed into law two bills I introduced to boost carbon capture technology - the New Energy Frontier and the LEADING Act.
For Houston specifically, I secured over $40 million for a dredging project in the San Jacinto River and Lake Houston to decrease flooding in the Kingwood area. I also worked with FEMA to provide $4.3 million for the Lake Houston Dam project that will allow for larger controlled releases of water in advance of heavy rains, protecting about 35,000 residents and 5,000 structures. And I passed a bipartisan amendment to provide $45 million of Harvey relief for low-income and vulnerable individuals.
These are my priorities because they are Houston's priorities. It has been an honor to serve our community in Congress during my first term, and it is an honor to continue serving.
Here is my first term in Congress in review:

President Trump recently signed into law the COVID relief package that I helped pass out of the House of Representatives. This bill provided needed assistance to Americans who have lost their jobs and businesses that have been hit hard by unscientific, unconstitutional lockdowns. It also provided needed resources for our health care workers, vaccine distribution, and Americans struggling with hunger during this pandemic.
There has been some confusion over what was included in this relief package, though. Here is the truth:
There was no foreign aid money included in the COVID relief package. That foreign operations money is requested by President Trump himself, in annual State Department appropriations money. He requests it every year and nearly every line item we passed in Congress was included in President Trump's budget request.
There are two bills: the COVID relief bill and the annual spending bill. We voted on all of it at the same time, which is what caused confusion.
People also think the COVID relief package “only has $600 for Americans.” That isn't true, either. In reality, the bill is mostly small business relief, rental assistance, and additional help for the unemployed. It has vaccine money, and ends surprise medical bills.
That’s the truth.
