ISRA Thursday Bulletin - December 31, 2020

Executive Directors Message

Richard Pearson

The year 2020 is about to slip into history. Many are rejoicing that 2020 is gone or soon will be, depending on when you read this. There are many that can’t wait to see 2021 because they hope things will get better. I think the hope that things will get better in 2021 is on tenuous footing. Hope, as I always point out, is poor strategy. In 2020, gun owners had a President that had
their back. Red China was at the gates of fortress USA but we had a President that was fighting them. It looks like we will have an anti-gun President appointing advisors and Cabinet members who are anti-gun and Red China will no longer be at the gates, but in the Oval Office. The future doesn’t look all that bright as far as I am concerned. I think we may look back on 2020 as the good old days.

The problem is people elect officials on likeability. Just because a person is likeable, it doesn’t necessarily make them a good leader. While I might personally like someone, I might never want them in a leadership position. General George Patton is a good example. Many people didn’t like Patton but if you wanted to win a battle or a war, he was your guy. Many Americans have
never had to think through a problem and find a solution nor do they understand solutions require hard decisions. Because of this mindset, Americans are easily led down the garden path to the detriment of all.

A few weeks ago, I was surprised to learn that I had applied for Unemployed Benefits. I received a notice to that effect in the mail. At first, I thought it was a mistake and notified the ISRA accounting firm. I quickly found out that this was much more than a mistake and that someone was trying to steal my identity. Our accounting firm quickly notified me of the steps that I must take. The
key word is MUST, this stuff is no joke. Here is the link

to the steps that I had to take. This list has in it the Illinois Employment Security information for those who have also had a fraudulent unemployment claim filed in their name. If unemployment
fraud did not happen to you, but some other type of identity theft did occur, the other steps in this list still must be done. If you don’t take these steps should this happen to you, these people will hijack Social Security checks, State and Federal tax returns and eventually, get into every checking and savings account you have. I personally know of a couple who had over $46,000 taken from their bank accounts. I did all the steps in the list and I purchased a fraud
watch product from one of the credit watch companies.

Illinois Gun Owner Lobby Day (IGOLD) has been scheduled for Wednesday, April 21, 2021. We will gather at the Bank of Springfield Center as we have in the past. The Bank of Springfield Center is located at 1 Convention Plaza next to the Abraham Lincoln Hotel in downtown Springfield. The Illinois State Rifle Association will provide parking for buses. If your club, gun shop or business would like
to provide a bus, that would be appreciated. The Center will open at 10:00am. The program will start promptly at 11:35. There will be a March to the Capitol at about 1:00pm. There will be a handicapped bus for those who can’t walk to the Capitol and back.

Of course we are not totally sure what will happen with the COVID 19 pandemic but this is a really important year for all gun owners to be there. There will be more details around the 1st of February, but this will allow you to make plans now.

State Representative Jennifer Gong-Gershowirtz (D-17 Glenview) has introduced HB5170. This bill, if passed, would require a $1,000,000 liability policy to have a FOID card. The purpose of the liability policy is to cover criminal act. No company writes such a policy. This bill has been referred back to the Rule Committee. If not passed, this bill will die January 13, 2020.

The National Shooting Sports Foundation (NSSF) reports that the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has rescinded its ruling on stabilizing braces for AR15 pistols and similar firearms. These rules are subjective so before you go out celebrating, understand these rules can be changed again, and again, without much logic. Stabilizing braces are a political football and I would say these braces
are low hanging fruit the new President will try to pick off and crow about.

One of the traditional matches held at the ISRA Range is the Winter Wars Match which will be held January 16th. This will be the 27th year for this match. This is a fun match and if you love shooting historic rifles, this is for you. The basic requirement is that you must shoot a rifle that was used in a winter battle. M1 Garands, Mosin-Nagants, 1903 Springfields, Mausers, Enfields and
others qualify. The good news is that ammunition is available for these rifles. There is usually a hot cup of coffee and a hot bowl of chili available to warm your bones. This is one of those “a good time was had by all” matches. For more information or questions on the Winter Wars Match, go to:

The Civilian Marksmanship Program (CMP) will start issuing classification cards to competitors. The cards will carry the individual’s name, competitor number, and classification. I am sure this is because the NRA is reducing staff and may be out of the competition business for a while. Thanks to the CMP for stepping up. The classifications will be Marksman, Sharpshooter, Expert, Master, and
High Master. The different disciplines will be Highpower Rifle, Service Pistol, .22 Rimfire Pistol, Long Range, Match Pistol and Smallbore Rifle. I’m sure further details are coming. I will let you know.

Tidbits:

January 1, 1942 - The United Nations is created. The goal was to implement the utopian dream of an international peacekeeping organization. Instead, like all utopian ideas, it became something else. It is a corrupt waste of time that lives off the blood and treasure of the United States.

January 1, 1863 - Daniel Freemen of Nebraska was the first person to file a claim under the Homestead Act.

January 1, 1863 - Abraham Lincoln signs the Emancipation Proclamation using his authority under War Powers. This Act enraged the South and was a factor leading to Lincoln’s assignation on April 14, 1865.

January 3, 1847 - Samuel Colt sells 1000 .44 caliber Colt revolvers to the U.S. Government. If you have one of these lying around somewhere in 60% condition, they are valued at $500,000.

January 5, 1945 - Japanese Kamikaze pilots receive their first orders. The suicide pilots wreak havoc on the U. S. Navy before WWII ends.

January 6, 1919 - Theodore Roosevelt dies in his sleep of a blood clot. The years of exploring had caused all kinds of tropical diseases to infect his body. As a child, Roosevelt had asthma and was described as sickly which made him even more determined. Roosevelt accomplished more than almost any person of his era or the next. In his African safari in 1909, he took 20,000 pounds of ammunition
with him which makes him my kind of guy for sure. Roosevelt’s quest for expert marksman to serve in the 1st Volunteer United States Cavalry in the Spanish American War lead him to discover that the true keepers of marksmanship skills were the civilians of the United States, not the United States Military. In 1903, as part of the appropriations bill, the National Board for the Prominent of Rifle Practice was founded. Roosevelt insisted that it be made up of
civilians. Civilian Associations were to be formed in every state to teach marksmanship to civilians before entering and during military service. Within days of the passage of the bill, the Illinois State Rifle Association was founded in Danville, Illinois. The Illinois State Rifle Association was actually founded by Theodore Roosevelt. The ISRA was part of the Department of Civilian Marksmanship (DCM) which was a Department of the U. S. Army until 1992 when the CMP
replaced the DCM. Theodore Roosevelt prepared the United State to become a world power. The ISRA and its members are part of that history.
