John, In just a few short days, Major Neill Franklin (Ret.) will officially retire from his role as the Law Enforcement Action Partnership’s executive director. Neill’s work over the past decade has been transformative for LEAP and inspiring for all of us. He spearheaded our evolution process, guiding the organization from a narrow focus on drug policy to an accomplished justice reform organization with a unique voice and a powerful network of partners. It was, ultimately, Neill who added the “partnership” to our name when we evolved in 2017. His foresight in knowing that “partnership” would be the key to our work exemplifies who he is: humble, generous, a bridge-builder, and always willing to listen. |

Neill’s 34-year law enforcement career is impressive, but LEAP is his life’s work. He saw the need for the system to change, and he jumped in with both feet, becoming an irreplaceable advocate for reform and a leader who has brought many, many law enforcement voices into the fold. His talent in recruiting new LEAP representatives is unmatched – police leaders have a conversation with Neill, and they recognize there’s an important place for them in changing the justice system. |

Neill’s view of policing as a responsibility to our communities transfers seamlessly to his view of LEAP’s work: we have a responsibility to do better, to keep people safe, to heal the damage that’s been done to our communities. In the months ahead, LEAP will have our work cut out for us. Policing in America is on everyone’s mind, and LEAP is building the movement that will change the way we police going forward. What we do has never been more important. We owe this incredible opportunity, in large part, to Neill’s leadership. |
