John,
Born and raised in Petersburg, Virginia Jennifer Carroll Foy has always
fought against the odds.
Living in a city with some of the highest childhood poverty rates and the
highest teen pregnancy rate in Virginia, Jennifer grew up watching her
community be neglected by people and institutions with the power to change
things for the better.
Jennifer’s life experiences led her to a life of public service.
She became one of the first women to graduate from Virginia Military
Institute and continued to follow her passion for civic engagement by
becoming a public defender.
Jennifer ran for Virginia House of Delegates while she was pregnant with
twins and when many people counted her out, she won.
She brought that same determination to her work as a member of the House
of Delegates by successfully expanding Medicaid coverage for 400,000
Virginians and leading the fight to ratify the equal rights amendment.

Jennifer is building a people-powered, grassroots movement to lead all of

As a child, her family had to choose between covering the costs of health
