Subject Protect U.S. National Security From the CCP's Reach

Earlier last week, U.S. Director of National Intelligence John Ratcliffe wrote in a Wall Street Journal op-ed that, “China poses the greatest threat to America today, and the greatest threat to democracy and freedom world-wide since World War II.... The intelligence is clear: Beijing intends to dominate the U.S. and the rest of the planet economically, militarily and technologically."

Now Congress is seeking to pass an immigration bill that would facilitate the Chinese Communist Party's (CCP) espionage against the U.S. and promote permanent unregulated migration under the guise of a “temporary” humanitarian amnesty by introducing H.R. 8428, Hong Kong People’s Freedom and Choice Act of 2020.

If passed, this bill would extend Temporary Protected Status (TPS), a supposedly temporary form of immigration amnesty that allows recipients to work in the U.S indefinitely., to residents of Hong Kong already in the U.S. who claim fear of persecution if they were to return.

The bill would also make it easier for “Priority Hong Kong Residents”, residing in Hong Kong or Macau for over ten years, to enter the U.S. as refugees. Furthermore, these new entrees would be excluded from the annual cap in refugee admissions.

At first glance, H.R. 8428 may appear to protect these refugees and counter China. But if passed, this bill would actually benefit the CCP and promote unrestricted migration into the United States.

First, H.R. 8428 would help enable CCP espionage and infiltration. While this bill is intended to help Hong Kong residents opposed to the CCP’s encroachment on their freedoms, many individuals indifferent to or supportive of Communist China could take advantage of the bill’s provisions. It is already known that the CCP has committed espionage in the past and it continues to use the U.S. immigration and visa systems to commit espionage in our country.

This bill is also harmful because it would promote mass, permanent migration into the U.S to the over 8 million people that currently live in Hong Kong. Additionally, while the bill is advertised as providing a “temporary” amnesty, this would not be the case. Temporary amnesty has been used multiple times in the past and its use has proven that the amnesty it provides is actually permanent.

Even though this bill appears to be protecting Hong Kong's citizens, it would be greatly damaging to our country. That is why we urge you to contact your Senators to reject H.R. 8428 and inform them of the need to put American national interests first.
