This week, the New Democrat Coalition (NDC) announced its expanded leadership team for the 117^th Congress and the specific roles of the four NDC Vice Chair-elects. In addition to the NDC Leadership team elected last week, Chair-elect DelBene appointed Rep. Chrissy Houlahan (PA-06) as Whip, and Reps. Stacey Plaskett (VI-AL) and Brad Schneider (IL-10) to serve as At-Large Leadership Members in the coming term. In the 117^th Congress, the NDC Vice Chairs-elect will serve as follows:
* Rep. Annie Kuster (NH-02) as Vice Chair for Communications
* Rep. Sharice Davids (KS-03) as Vice Chair for Member Services
* Rep. Ami Bera (CA-07) as Vice Chair for Outreach
* Rep. Scott Peters (CA-52) as Vice Chair for Policy Coordination.

The House also passed the William M. Thornberry National Defense Authorization Act (NDAA) for Fiscal Year 2021. The national defense spending bill reflects American values and includes many priorities important for keeping our nation safe. The bill delivers additional wins for the American people, including removing confederate names, symbols, displays, monuments, and paraphernalia across the military, raising wages for soldiers and armed forces, improving oversight and management of housing for military personnel, addressing the shortage in military childcare, and creating a Chief Diversity Officer within the Department of Defense to ensure the military reflects the nation’s diversity.

The NDC remains hopeful that a spending deal and short-term COVID-19 relief bill can be struck in the coming days. As the COVID-19 crisis continues to set new devastating records each day, Americans workers, families, and businesses cannot afford for critical aid to expire or essential government services to shut down. Action is needed now.

NDC Announces Complete Leadership Team for the 117th Congress ([link removed])
The NDC announced its expanded leadership team and the specific roles of the four recently-elected NDC Vice Chairs. Additionally, pursuant to the NDC’s bylaws, Chair-elect Suzan DelBene (WA-01) appointed three Members to serve in leadership positions within the Coalition. These roles and appointments serve to harness the unique expertise each leadership Member brings to the Coalition and enhance the NDC’s execution of its vision in the 117^th Congress.

House Passes DelBene’s Bipartisan, Bicameral Legislation to Protect Americans from Landslide Hazards and Risks ([link removed])
The House passed NDC Chair-elect Suzan DelBene’s (WA-01) bipartisan, bicameral National Landslide Preparedness Act to establish a National Landslide Hazards Reduction Program to better identify and understand landslide risks, protect communities and property, improve emergency preparedness, and save lives. The bill also passed the Senate this week and is awaiting the president’s signature.

House Passes Panetta’s Bipartisan Legislation to Improve Accountability in Hospice Facilities ([link removed])
The House passed Rep. Jimmy Panetta’s (CA-20) Helping Our Senior Population in Comfort Environments (HOSPICE) Act. The HOSPICE Act will require additional oversight and transparency of Medicare hospice providers and was passed as part of the Beneficiary Enrollment Notification and Eligibility Simplification Act. House Passes Murphy’s Bipartisan Legislation to Strengthen Criminal Penalties for Adults Who Stalk Children ([link removed])
The House passed Rep. Stephanie Murphy’s (FL-07) bipartisan Combat Online Predators Act to strengthen criminal penalties for adults who stalk or severely harass children, either online or in the community.

House Passes Escobar’s Bipartisan Legislation to Protect Servicemembers, Veterans, and Their Families ([link removed])
The House passed Rep. Veronica Escobar’s (TX-16) Servicemembers and Veterans Initiative Act to permanently establish the Servicemembers and Veterans Initiative within the Civil Rights Division of the Department of Justice (DOJ). This legislation would task certain duties to the DOJ to represent the legal interests of servicemembers, veterans, and their families such as serving as legal and policy advisor to the Attorney General.

House Passes McEachin’s Bipartisan Legislation to Increase Access to Colorectal Cancer Screenings ([link removed])
The House passed Rep. A. Donald McEachin’s (VA-04) Removing Barriers to Colorectal Cancer Screening Act to ensure individuals using Medicare do not encounter financial barriers to potentially life-saving colorectal screening procedures.

House Passes Schneider’s Bipartisan Legislation to Approve Medicare Late Enrollment Penalties ([link removed])
The House passed Rep. Brad Schneider’s (IL-10) Beneficiary Enrollment Notification and Eligibility Simplification Act to simplify complex Medicare enrollment rules and prevent late enrollment penalties for seniors.

House Passes Demings’ Bipartisan Resolution to Increase Media Diversity ([link removed])
The House passed Rep. Val Demings’ (FL-10) H.Res.549 calling for increased diversity in American media. The resolution reaffirms Congress’ commitment to increasing media diversity. With this bill, Congress will work with media entities and diverse stakeholders to develop common-ground solutions to eliminate barriers to media diversity.

Beyer Introduces Legislation to Address the Cost of Police Misconduct to Municipal Governments ([link removed])
Rep. Don Beyer (VA-08) introduced the Cost of Police Misconduct Act ([link removed]) that would require federal, state and local law enforcement agencies to report to the Department of Justice how much they spend on judgements and settlements related to police misconduct. The first-of-its-kind legislation would increase transparency and accountability, saving taxpayer dollars and potentially lives.

Sherrill Introduces Bipartisan Legislation to Protect Americans from Flooding ([link removed])
NDC Freshman Whip Mikie Sherrill (NJ-11) introduced the bipartisan Flood Level Observation, Operations, and Decision Support (FLOODS) Act to establish a National Integrated Flood Information System. The FLOODS Act would improve the National Oceanic and Atmospheric Administration’s forecasting and communication of flood, tornado, and hurricane events.

Reps. Jennifer Wexton (VA-10) and Don Beyer (VA-08) led Members of the Congressional Task Force on Digital Citizenship, including NDC Reps. Bill Foster (IL-11), Bill Keating (MA-09), Ben McAdams (UT-04), and Elissa Slotkin (MI-08), in sending a letter to President-elect Joe Biden proposing a roadmap for how his administration can confront the threat of disinformation and misinformation and work to counter the danger they pose to our democracy.

Fletcher Leads Bipartisan Coalition to Ensure Small Businesses with PPP Loans Remain Eligible for Tax Deductions ([link removed])
Rep. Lizzie Fletcher (TX-07) led a bipartisan coalition of more than 170 colleagues, including 50 NDC Members, in calling on Congressional leadership to restore the tax deductibility of forgiven Paycheck Protection Program (PPP) loans for small businesses in any end-of-year COVID-19 relief legislation.

Carbajal Sends Letter to Secretary of the Air Force Asking for Explanation of Vandenberg’s Exclusion from Space Command HQ Site Selection ([link removed])
Rep. Salud Carbajal (CA-24) sent a letter ([link removed]) to the secretary of the Air Force asking for clarification on the selection process for the future location of Space Command headquarters. The process ultimately excluded Vandenberg Air Force Base from the list of finalists after initially including it as one of three finalists.

Rep. Raul Ruiz, M.D. (CA-36) was elected Chair of the Congressional Hispanic Caucus (CHC) by his colleagues. The CHC seeks to address the global pandemic and an economic crisis that have disproportionately impacted Latino communities.

Future Forum, a generational caucus of young House Democrats, elected its new leaders for the 117th Congress. NDC Members were elected to all leadership positions within the caucus: Rep. Darren Soto (FL-09) will serve as Chair, Reps. Colin Allred (TX-32) and Haley Stevens (MI-11) will serve as Vice Chairs, and Rep. Stephanie Murphy (FL-07) will serve as Chair Emeritus.

The DWC held its elections for their leadership team for the next term. Rep. Brenda Lawrence (MI-14) was re-elected as Co-Chair and Rep. Veronica Escobar (TX-16) was elected Vice Chair of the DWC for the 117^th Congress.

Lee: Education Reform Should Start with Wraparound Services for Low-Income Students via The Hill ([link removed])
Rep. Susie Lee (NV-03) penned an op-ed in The Hill addressing the need to pass her legislation, the Communities Serving School Act. The bill would provide education reforms to ensure low-income students are provided not only with a high-quality education but to other important factors, such as food security and mental health services: “We know we’ll need to focus on making American public education work for every child long after families are vaccinated and every American classroom is back in person. Passing the Communities Serving Schools Act will be the first step to alleviating the suffering of students across America brought on by COVID-19 and fixing our education system for generations to come.”

Trahan: Time to Build on Mass. Registered Apprenticeship Program via CommonWealth Magazine ([link removed])
Rep. Lori Trahan penned an op-ed in the CommonWealth Magazine highlighting the need for increased registered apprenticeships to ensure more workers can guarantee themselves a good-paying job: “Registered apprenticeships provide a valuable alternative, and as we work to ensure these opportunities are available to everyone, workers should consider the possibility that it could be the right choice for them.”
