In March, a ProPublica investigation revealed a gross mishandling of government contracting, which likely cost American lives. Here’s what happened: The U.S. government paid millions of dollars to the company Royal Philips N.V. to develop a low-cost ventilator to be stockpiled in case of a pandemic. When the FDA cleared the new devices last fall, the government ordered 10,000 of them. But early this year, as COVID-19 cases were overwhelming hospitals, Philips hadn’t delivered a single one. Instead, ProPublica found that they were selling a commercial version of the ventilator — manufactured in Pennsylvania — overseas at far higher prices.

Rather than force production of the low-cost ventilators, the White House cut a new deal with Philips for more ventilators, this time agreeing to pay more than four times the original price. As a result of our reporting, a congressional subcommittee investigated the deal, and concluded that “gullible” White House negotiators agreed to pay up to $500 million too much for the ventilators. Finally this October, the Trump Administration backed out of the deal.
