BC NDP Cabinet Announced: New Ministers for Housing, and Municipal Affairs

Last Thursday, Premier John Horgan revealed the members of his cabinet for the 42nd Parliament of British Columbia. Of particular note to the residential construction industry, are the following ministries and leadership appointments:
- Attorney General and Minister Responsible for Housing - David Eby
- Finance - Selina Robinson
- Municipal Affairs - Josie Osborne
- Jobs, Economic Recovery and Innovation - Ravi Kahlon
- Advanced Education, Skills and Training - Anne Kang
- Energy, Mines & Low Carbon Innovation and Minister Responsible for The Consular Corps of British Columbia - Bruce Ralston
- Environment & Climate Change Strategy and Minister Responsible for Translink - George Heyman
- Forests, Lands, Natural Resource Operations and Rural Development - Katrine Conroyz
- Labour - Harry Bains
- Transportation & Infrastructure - Rob Flemming
The new cabinet includes 20 ministers and four ministers of state comprised of new and veteran MLAs who will lead significant portfolios. Housing led by Minister David Eby and Finance by former Minister of Housing and Municipal Affairs, Selina Robinson will play critical roles for the residential construction industry.
The changes announced are significant. As the cabinet ministers transition into their roles and establish their work plan, CHBA BC will work to ensure our industry's interests are at the forefront. Following the election, 87 congratulatory letters were sent to all MLAs. With this cabinet announcement, an additional set of letters will be sent to the ministers, as mentioned above, reinforcing our desire to work together with their respective ministries on the residential construction industry's many issues.

Federal Fall Economic Statement and Residential Construction

The federal government tabled its long-awaited fiscal update in the House of Commons yesterday, which includes a series of CHBA-advocated measures for businesses that have implications for the housing and residential construction sectors. CHBA was pleased to see a commitment of $2.6 billion over seven years for a new Home Energy Retrofit Program, in line with CHBA recommendations, aiming to target the surge in renovation activity amid the pandemic towards actions that reduce GHG emissions and boost the performance of Canada’s existing housing supply. The Fall Economic Statement also announced expansions to key federal emergency relief programs to boost and extend support through the second wave of COVID-19. These include returning the wage subsidy to 75 per cent, extending the new Canada Emergency Rent Subsidy at its current rate to March 2021 at least, and providing a timeline for the top of the Canada Emergency Business Account (CEBA). Other items, like a return to normal immigration levels, retrofit loans, skilled trades support, increasing the Rental Construction Financing Initiative, and more were outlined. B.C. Launches Land Owner Transparency Registry

"Registered owners of real estate in B.C. must now register and provide information about their interest holders with the Land Owner Transparency Registry, to help expose and stop illegal funds in B.C.’s housing market.
The registry is the first in the world to require land ownership disclosure of all land types and applies to land owned by corporations, partners and trustees (unless specifically excluded by the legislation). In its report, the Expert Panel on Real Estate said the disclosure of beneficial ownership is the “single most important measure” that can be taken to address money laundering.
As of Nov. 30, when corporations, trustees or partners purchase land in B.C., they will be required to disclose the interest holders of that land. Within a year (Nov. 30, 2021), all reporting bodies that are corporations, trustees or partners – and that have an interest in land as of Nov. 30, 2020 – will be required to disclose their interest holders as well. Going forward, the B.C. government will review the effectiveness of the registry and if required, will make improvements.
The information provided will help improve transparency in B.C.’s housing market. It may also be used by tax and law authorities to investigate and crack down on illegal activity. This will help prevent money laundering and bolster confidence in the housing sector."
