A Mixed Blessing

The October 2019 Visa Bulletin was released on September 18, considerably later in the month than usual. While it contains some good news as is common for the beginning of the fiscal year, some of it is quite disappointing.

Employment Categories

While most of the worldwide EB categories will become current in October, EB-1 only advances to April 22, 2018. China EB-1 advances 2 years and India EB-1 becomes available again, but with a multi-year backlog.

While worldwide EB-2 becomes current, the news is not good for China and India EB-2.

Worldwide EB-3 becomes current, and the EB-3 dates for those born in China, India and the Philippines advance significantly.

Family Categories

There is little movement in the family categories worldwide.

The worldwide F-1 and F-2B categories fail to advance while the worldwide F-3 and F-4 categories inch forward by 2 weeks and 3 weeks, respectively.

The good news in the worldwide family categories is that F-2A for spouses and unmarried children of green card holders remains current in October!

There is also some good news for persons born in Mexico and the Philippines.

The F-1 category for Mexico jumps forward by one year while the F-3 category advances by over 2 months.

The F-3 category for the Philippines moves forward by 2 months while the F-2B category advances by 1 month.
