Can California’s Corporate Customers Get ‘Direct Access’ to Renewable Energy? CPUC Staff Report Says…Maybe ([link removed] )
For years, large companies in California have been calling for expansion of Direct Access (DA), California’s limited retail choice program for commercial and industrial customers. Retail choice allows customers to shop around, rather than relying on their local electric utility. It also allows large customers to meet sustainability commitments by procuring more renewable energy than the utility provides. Such corporate purchases have driven development of renewable energy in markets that allow retail competition, and for that reason AEE and the Advanced Energy Buyers Group have jointly supported the expansion of DA in California. That expansion could be coming, if recommendations contained in a California Public Utility Commission (CPUC) report on extending DA to all nonresidential customers are acted upon by the California Legislature. FERC Order No. 2222: Opening the Door to DERs in Wholesale Markets ([link removed] )

In its landmark Order No. 2222, FERC requires all Regional Transmission Organizations and Independent System Operators (RTOs/ISOs) to remove barriers to wholesale market participation by aggregated distributed energy resources (DERs). This means that DERs – including distributed solar, energy storage, energy efficiency, electric vehicles, demand response, and more – will be able to bid into wholesale energy, ancillary services, and capacity markets according to their technical capabilities. While holding enormous potential for DER providers and aggregators to enter new markets with new business models, Order No. 2222 sets out numerous compliance requirements, which the RTOs/ISOs will have to decide how to meet, subject to FERC approval. The results of that process will ultimately determine the scale of this market opportunity for advanced energy businesses. This AEE webinar breaks down FERC’s Order and examine the questions that DER developers, utilities, and grid operators will have to grapple with as they put Order No. 2222 into practice.
