Fall COVID-19 Economic Impact Survey Analysis

To gauge confidence amongst CHBA BC members and to hear how the pandemic has affected their business, in April 2020, we conducted our first (Spring) Economic Impact Survey. The survey asked key questions that impact the residential construction industry, including permit wait times, government support measures, and changes in employment levels.
CHBA BC conducted its second (Fall) COVID-19 Economic Impact survey of its members. Distributed through our eight local associations, and covering the period from September 24 to October 9, 2020, the purpose of this survey is to receive insight on how the pandemic has economically affected business operations of our members, now and in the near future. A total of 198 valid responses were received.

BC Hydro improvements to online Service Connections Requests

BC Hydro has recently made improvements to their online service connection requests. The improvements on MyHydro include:
- Mobile-friendly forms to make it easier to submit a request on a smartphone or tablet.
- The ability to create and manage design requests for complex residential, multi-residential, commercial properties and sub-divisions.
- A new searchable map tool that includes the ability to place a marker on an undefined address or location that is unavailable from a municipality.
- A 'save as draft' feature to allow users to return and complete the form at a later date.

What do the November COVID-19 restrictions mean for construction?

• Construction work can continue
• Travel for essential construction work can continue. If work that requires travel is not essential, consider delaying the work until after November 23rd. The travel restriction is a recommendation and not an order.
• The guidance for COVID safety at construction sites is not new, but the Provincial Health Officer (PHO) is asking all worksites to review their protocols to make sure they are effective. WorkSafeBC will be working with the PHO to enforce COVID protocols at worksites.
• Make sure that you are conducting active daily in-person health screening. The BCCSA has developed a Health Screening Tool.
• Make sure that you have an up-to-date COVID Safety Plan in place.
• Review the BCCSA and WorkSafeBC guidance for COVID safety in construction.
• Pay attention to break rooms, small office spaces, and other indoor spaces where people might gather to make sure that occupancy limits are in place and physical distancing is possible.
• Use masks when physical distancing is not possible.
• Consider having staff work from home where possible.

• The majority of members (53%) say the cost of doing business was the biggest factor hurting business this election.
• Other top factors hurting business include skill of the labour pool available (30%), availability of workers (30%), and provincial business regulations (30%).
• The top issues for business in this election were:
o Healthcare, safety, and mental health (44%);
o Support for small business and reducing red tape (44%);
o Jobs and employment (44%);
o Housing affordability and availability (42%); and
o Environment and climate change (40%).
• On the positive side, 36% (up from 31%) have increased their digital or e-commerce presence, and small groups have introduced new products or services (15%), advanced new marketing projects (10%) or advanced new research and development (6%).

COVID-19 update: Realtors asked to suspend open houses in B.C. to protect clients

Real estate agents across British Columbia are being asked to temporarily stop holding open houses in an effort to curb the rise of COVID-19.
The recommendation comes from the regulatory agencies overseeing B.C. real estate professionals as well as the provincial association representing Realtors.
Erin Seeley, the CEO of the Real Estate Council of B.C., says in a statement that real estate agents should use virtual tools to protect clients.
